What a CAE is
An Energy Savings Certificate (Certificado de Ahorro Energético, CAE) is an electronic document recognising a new final energy saving. Within the system, 1 CAE equals 1 kWh of annual final energy saving.

The difference between an energy saving and a CAE
The energy saving comes from an efficiency measure: an improvement to air conditioning, lighting, the envelope or equipment, for example. The CAE is the electronic document evidencing that saving once the verification, processing and issuance requirements are met.
That is why CERTIAE frames its work around certifiable energy savings: the necessary step that comes before authorised participants obtain or acquire CAEs.

Who takes part
- Owner of the saving
- Whoever makes the investment or originally holds title to the saving generated.
- End user
- Whoever receives the positive impact of the efficiency measure.
- Obligated Party (Sujeto Obligado)
- An energy company required to achieve annual savings or contribute to the National Energy Efficiency Fund.
- Delegated Party (Sujeto Delegado)
- An accredited entity that can help Obligated Parties obtain CAEs.
- Energy savings verifier
- An accredited entity that reviews the measure, the documentation and the declared savings.
- Regional Manager and National Coordinator
- System bodies involved in processing, issuance, registration and monitoring.
Frequently asked questions
Can an energy saving be sold?
Yes. The owner of the saving may transfer it by agreement or covenant, provided the necessary elements are documented.
Can CERTIAE promise that CAEs will be obtained?
It should not. It can assess, manage and commercialise certifiable savings, but obtaining a CAE depends on the requirements and the parties within the system.
Does any measure generate a certifiable saving?
No. There must be eligibility, a justifiable calculation, documentation and traceability.
Who can buy or settle CAEs?
Buying and selling CAEs is for those who can hold title to them within the system, such as Obligated Parties and Delegated Parties.
From when can measures be relevant?
The CAE framework refers to measures carried out from the entry into force of Royal Decree 36/2023, subject to the applicable requirements.
